Sen. John McCain unveiled his new economic plan today. The chief points:

• A proposal to lower the tax rate on seniors who tap their IRAs and 401(k)'s after reaching 59-and-a-half years old. Under his proposal, which he estimated would cost the government about $36 billion, the first $50,000 of withdrawals would only be taxed at the 10 percent rate, his aides said.

• For those who sell stocks at a loss, McCain would increase the amount they can deduct from $3,000 to $15,000, making it less of a burden for those who need immediate cash to survive the economic downturn, his advisers said.

• Capital gains taxes would be cut in half, McCain said, for two years, from 15 percent to 7.5 percent. His aides said that would cost the federal government about $10 billion, but would provide an incentive to save and invest.

The Alaska Legislature has concluded its TrooperGate investigation of Gov. Sarah Palin, but the investigation of the Palin-appointed Personnel Board, an investigation she requested, continues and is widening its focus to include other employees and other ethical complaints against Palin.

The [board's]investigator, Tim Petumenos, did not say who else is under scrutiny. But in two recent letters describing his inquiry, he cited the consolidation of complaints and the involvement of other officials as a reason for not going along with Palin's request to make the examination of her activities more public.

Two other ethics complaints involving Palin are known. One, by activist Andree McLeod, alleges that state hiring practices were circumvented for a Palin supporter. The case is not related to Monegan's firing. The other, by the Public Safety Employees Association, alleges that trooper Mike Wooten's personnel file was illegally breached by state officials.

Also today, the Anchorage Daily News excoriates Palin in an editorial for her inaccurate portrayal of the Legislative report in media interviews. Palin told the media she was cleared of any ethical wrongoing. The paper writes: [More...]

Remember when John McCain and Sarah Palin touted her supervisory role over the Alaska National Guard as evidence of her foreign policy experience?

A year long investigation by the non-partisan group Veterans for America has concluded with a lengthy report.

The report offers a scathing critique of the Guard's alleged lack of assistance -- particularly with health care -- for soldiers returning from overseas deployments. It asserts the Guard was sent to fight without proper systems in place to handle its returning vets and urges deployments to cease until the situation is fixed.

"As a result of inadequate leadership from the Governor of Alaska, among others, the Alaska National Guard has an inadequate understanding of the full range of post-combat issues," the report says.

The Alaska National Guard disputes the findings and calls the report a political hatchet job. The 8 page summary with preliminary findings is here. The full report should be released sometime today.

Richard Cooey was executed today in Ohio. He weighed almost 300 pounds. One of his grounds for appeal was that his weight would make it difficult for the the executioners to find his veins.

Most of the news reports I've read contain details of his last meal and last words:

You (expletive) haven't paid any attention to anything I've said in the last 22 years, why would you pay any attention to anything I said now?" Cooey said with his final words

The Supreme Court today denied cert for Georgia death row inmate Troy Davis. In September, the Court had granted a stay hours before Davis was to be executed. 7 of the 9 witnesses against him recanted their testimony and the eyewitness evidence in the case was extremely problematic.

Amnesty International responds:

The U.S. Supreme Court denied Davis’ petition for writ of certiorari that was submitted on constitutional grounds of due process and cruel and unusual punishment violations if an individual is put to death despite significant claims to innocence. Davis’ attorneys filed the petition after the Georgia Supreme Court’s narrow 4-3 ruling to deny Davis an evidentiary hearing last March; the ruling was based on technicalities rather than basic questions of guilt and innocence.

During an interview on Fox and Friends this morning. Hillary Clinton said the chances of her running again for President are "close to zero."

She said the chances of her becoming Senate Majority Leader or a Supreme Court Justice are "zero."

Hillary has made more than 50 appearances for Barack Obama. But, according to this report, that's not the reason her former supporters are now lined up behind him. The reason: Sarah Palin. [More...]

In terms of state polling, Q Poll issued a bunch of state polls. Obama has locked up WI, MI and MN (which should surprise no one) and he holds a significant lead in CO, 52-43.

The military judge presiding over the trial of accused "9/11 mastermind" Khalid Sheikh Mohammed has ordered he and five other detainees be provided battery power in their cells 12 hours a day to use their laptops and prepare for trial. They won't be allowed to use the internet. The opinion is here (pdf).

The Government is seeking death for Mohammed. The Military Commissions Procedures are not fair, and the trial won't be fair, but to deny the accused the opportunity to adequately review the evidence against him would be completely unacceptable.

Guantanamo has eroded our reputation in the world. It should be closed. Those accused of crimes should be tried either in our federal courts, an international tribunal or under the Military Code of Justice. Providing laptops with discovery is a crumb that won't cure the problem.

I don't like the economic stimulus plans of either the Government or the candidates. With the October 15 deadline for filing our 2007 tax returns a few days away, I've been focused on tax issues. Here's what I would propose for next year.

• Something similar to the donation boxes for social causes on our tax returns, whereby we could specify an amount up to $10,000 of the taxes we are paying and fill in details of our credit card accounts, and the government would send that amount to the credit card companies and our debt would be reduced. This would give the credit card companies money so they could extend more credit and give consumers more money to spend.

• A moratorium on credit card interest for 180 days. The moratorium on home foreclosures is a great idea for those whose homes are at risk, but it does nothing for renters or homeowners who are current on their mortgages. It's only fair to give everyone a break.
