U.S. Adds ISIS Spokesman al-Adnani to Global Terrorist List

The State Department has officially added ISIS spokesman Abu Mohammed al-Adnani to the Global Terrorist List.

The consequences of this designation include a prohibition against U.S. persons engaging in transactions with al-Adnani, and the freezing of all property and interests of al-Adnani that are in the United States, or come within the United States or the possession or control of U.S. persons.

al-Adnani is also individually named (as a financier) in last week's U.N. Security Council Resolution (UNSCR) 2170, condemning ISIS and the al-Nusrah Front. [More...]

The State Department describes al-Adnani's role as:

Abu Mohammed al-Adnani, born Taha Sobhi Falaha in Syria, is the official spokesman for and a senior leader of ISIL. Al-Adnani is ISIL’s main conduit for the dissemination of official messages, including ISIL’s declaration of the creation of an Islamic Caliphate. Al-Adnani was one of the first foreign fighters to oppose Coalition forces in Iraq before becoming ISIL’s spokesman.

A few weeks ago, there were reports by Arab news agencies quoting the Iraqi armed forces that he had been killed in Mosul on July 24. Apparently not.

How effective is the sanction list? Kuwait this weekend detained prominent Sunni Muslim cleric Shafi al-Ajmi, who was added to the U.S. list as a financier of the Nusra Front and ISIS a few weeks earlier. His lawyer says he was held for questioning for 4 hours, released, is now at home, and will file a lawsuit against the U.S.
