A Nation of Spies

Will we allow fear to turn the United States into a nation of spies? Tens of thousands of school bus drivers around the country have been "trained to watch for potential terrorists, in a program financed by the Homeland Security Department." The School Bus Watch program is intended "to turn 600,000 bus drivers into an army of observers."

But what are they observing? It's fine to teach bus drivers how to inspect their busses for signs of tampering, but the notion that "a bus driver, going down the same streets and going into the same neighborhoods every day," will "know when there's a car that shouldn't be there" is silly. Does an out-of-town friend who drops in for a visit become a suspected terrorist because a bus driver doesn't think her Toyota should be there?

At weekly crime meetings in Nashville, neighborhood residents are told that it's crucial to report anyone "who doesn't belong here." That advice, according to this story, is taken to mean: "If you see more than two young black males ages 12-18 wearing hooded sweat shirts and moving by foot, quickly, run to the phone and call the police."

Apparently young white males wearing hooded sweatshirts are not suspect. This was articulated by a East Nashville Police Department representative who confirmed the fears and suspicions of the residents and assured them (more than five times) that 100% of the recent crimes committed in East Nashville were indeed committed by black males. In other words, "Your fears are completely justified."

In a diverse society that values freedom of movement, it's dangerous to assume that bus drivers, neighbors, or anyone else can reliably decide who "doesn't belong" or who "shouldn't be there."

To the question of "who doesn't belong," it was explained that anyone asking for money is suspect of having criminal intent. And for that, you just have to "rely on your gut." What seemed to be missing from the equation was an understanding of how biases affect one's gut and how unreliable our guts can be if we are operating out of fear.

Training bus drivers to spy is the first slippery step on a treacherous slope.

"Today it's bus drivers, tomorrow it could be postal officials, and the next day, it could be, 'Why don't we have this program in place for the people who deliver the newspaper to the door?' " Mr. Rollins said. "We could quickly get into a society where we're all spying on each other."

Whether looking for terrorists or criminals, those who feel empowered to spy for their government will too often base judgments on their own biases about another's appearance rather than objectively suspicious behavior.

The psychological damages associated with this kind of thinking can be devastating. To know that the combination of your clothing style and skin color -- not behavior as stated by the police representative -- somehow signifies danger and suspicion among your neighbors and warrants being stopped by the police is devastating and paralyzing.

Just Say No to programs designed to turn citizens into spies while encouraging fear of those who "don't belong."

    The new effort is part of Highway Watch, a safety program run by the American Trucking Association and financed since 2003 with $50 million in domestic security money.
    Well, bully for the American Trucking Association, and all the people whose salaries are being paid with those $50 million :-)

    Sorry to butt in again, but this from http://www.highwaywatch.com/ is priceless: What would happen, if one day... ...your vehicle or equipment was used as a weapon? ...the roads, bridges, tunnels, facilities, and technologies you use and manage were destroyed? ...national officials began to inspect every vehicle and facility for fear of attacks? ...you couldn't take care of your family?

    Ah, so Operation TIPS wasn't killed off after all, just distributed into unconnected programs run by non-governmental agencies but paid for by government money.

    And don't forget.....our President has proudly proclaimed that he doesn't "think much about what I do" and also described himself as "a gu player"......look arond and see what one man acting on his "gut" has done and multiply it by thousands.

    In other words, in return for greasing the RNC's palm, the American Trucking Association was handed $50M in taxpayers' money. And this idiotic program is the window-dressing.
