Via Wired Magazine, a second sensitive Guantanamo document has been leaked and published by Wikileaks. It contains details about transporting detainees in secret renditions.

    I took a glance, and a salient point (none / 0) (#1)

    is on the front of the document, where it states the following:

    DISTRIBUTION RESTRICTION: Distribution authorized to DOD and DOD contractors only to protect technical or operational information from automatic dissemination under the International Exchange Program or by other means.
    DESTRUCTON NOTICE: Destroy by any means that will prevent disclosure of the document.

    Anyone know what the "International Exchange Program" is?  

    Also, it seems clear they are pretty paranoid about disclosing it.  Guilty knowledge?
