As I recall, Mayor Wynn was a bit of a Carcetti that day. That construction company was totally in the wrong and cited accordingly. They blocked all but one lane of traffic on W. Fifth Street during rush hour, causing major traffic delays in an area that's already clogged as it is. Wynn's actions may have seemed boorish to the construction workers who had to deal with him, but so what? They didn't have the proper permits.
