The reason to over-sample is so that you get a lower margin of error for the subgroups.
Think of it this way: it's very easy to take a big digital picture and make it smaller, but if you try to blow up a small (low resolution) picture, it will look terrible.
Basically, we suppose the popular preference is fixed. We can model this preference as a weighted coin, which lands heads some unknown percentage of the time. If you do 1000 coin flips, you'll have a pretty good idea of the odds of getting heads vs. tails. [ Parent ]
