The Bush scandals began as abuses of the war power and refusals to permit Congress to perform its oversight functions -- in other words, it started as a constitutional crisis, and has simply been growing in scope since then. Maybe he was thinking that Nixon could have stayed in office even after conviction in the Senate. You know, declare a national security emergency and exercise his inherent power to protect America from the exercise of Congressional power.
