During the Libby trial, a clear picture emerged: Cheney ran his own duchy within 1600 Pennsylvania Avenue.
Yeah, and he is also sure that it constitutionaly mandated.

I can't imagine Congress pressing him on it, going  by the numbers.  

Anyway there's a war on. Top secrets.
