What is the acceptable failure rate in these gambles (versus life sentence as adult)?  One in ten rapes someone?  One in five does armed robberies?  One in twenty kills someone?  Are there any numbers on the future life paths of people released from Juvenile at age 21 because they maxed out and what proportion returned to crime and what crimes they committed?
