What's far worse is that the local authorities (state and city) explicitly told the Red Cross not to bring stocked supplies to the Superdome. See here for the scoop. Who left the poor to suffer in New Orleans? Which state government explicitly refused to allow the guard troops to be federalized? FEMA screwed up, and move absurdly slow. However, the entire problem was exacerbated by the complete meltdown of the state and city authorities.
